The General Office of the State Council Issues and Publishes the Opinions on Promoting the Development of “Internet + Medical Health

　　A few days ago, the General Office of the State Council of the People’s Republic of China issued and published the Opinions on Promoting the Development of “Internet + Medical Health (hereinafter referred to as Opinions) to facilitate the deployment of the Internet and medical health deep integration development."

　　In recent years, the new model of “Internet + Medical Health” service has developed rapidly. The health medical big data speeds up the popularization and application and plays an important role in improving the medical service convenience, the efficiency of medical service quality and the new kinetic energy of economic development, but it also encounters some new situations which need to be regulated and guided in a timely manner.

　　The Opinions points out that it should carry out in-depth implementation of Xi Jinping's new era of socialism with Chinese characteristics and the spirit of the 19th National Congress of the Communist Party of China, promote the implementation of healthy Chinese strategy, improve the modern management level of medical and health, optimize resource allocation, innovate service model, improve service efficiency, reduce service cost, and meet people’s growing demands for medical treatment and public health. It should highlight the policy guidance of inclusion, prudence and encouraging innovation, encourage medical institutions to optimize existing medical services and “do best stock” by using “Internet+”, promote the integration of Internet and medical health, “make a big increment” and enrich service provision.

　　The Opinions proposes a series of policy measures to promote the integration of Internet and medical health. First, improve the “Internet + Medical Health” service system. Advance the integration development of Internet and medical health service from developing “Internet+” medical service, innovating “Internet+” public health service, optimizing “Internet+” family doctor signing service, perfecting “Internet+” medicine supply guarantee service, advancing “Internet+” medical care settlement service, strengthening “Internet+” medical education and popular science service, and promoting “Internet+” artificial intelligence application service. Second, perfect the “Internet + Medical Health” supporting system. Speed up the sharing of medical health information, perfect the standard 

　　system of “Internet + Medical Health”, improve the hospital management and convenience service level, promote the infrastructure guarantee ability of medical institutions, and formulate and perfect relevant supporting policies in a timely manner. Third, strengthen the supervision and security of the industry. Strengthen medical quality supervision and guarantee data safety.

　　The Opinions emphasizes that in all regions, relevant departments should combine relevant work practice and timely adopt supporting policy measures to ensure that all the deployments be implemented. The central and western regions, rural poor areas, remote border areas should adopt measures based on local conditions, actively develop “Internet + Medical Health”, introduce high-quality medical resources and improve the accessibility of medical health services.
